Chirp won't upload to baofeng

WebI just got my first baofeng radio, a UV82. The problem is that it just won't respond on CHIRP when attempting to download from it. I've made sure the cable is in properly but i can't think of anything else i've been doing wrong. The cable is a CH340 and i'm running Win10 if that helps. This thread is archived WebHello! But when I go through the menu the offset always shows "000.000". Even if I manually go in and put in an offset and save it, it reverts back to "000.000".
